In my computer I have a total of 5 users isn't there a way that I can download Internet Explorer 7 only for one user

go onto the computers Admin, and install it there. Then restart.

There are a couple ways of doing this. If you are the admin on your computer then you can just restrict access to IE to only you. If you are not you can do a system restore back to the point where IE7 was installed seeing as IE7 did not come with XP and then from there go to the Windows website and download IE7 and it will ask you if you want only this user to have access or if you want all users to have access.

Well that pretty much depends, are you the administrator of that system, because if you're just a user it will be pretty much impossible to do that because when IE7 installs it modifies key system files and settings, therefore only a admin can have access to this kind of service and if the admin installs IE7 on the computer it will be available to all users of the system ( but that isn't a bad thing, is it? ).
Although if you have the password to the admin account you can run the program with admin rights and therefore install IE7 but I wouldn't recommend that

No, IE7 is an integral part of Windows and is always available to all users.

No, you cant. IE7 is part of the OS.
