If you are serious, here is my suggestion. Talk to your mother about this so she could bring you to your health provider (family doctor) and then your doctor will examine you down there and he will refer you to another doctor (an especialist for this situation). As far as I know, there is no medicine that you can take to remove that thing so be careful if your doctor will say drink this or that. Do not do anything to it yourself because you might get infection and it will cause for another problem. Ask your mother also, if you were born a girl or a boy. (Don't be shy about that) You don't have to be so worried about this. Once you and your mother consulted the "right" especialist, your problem will be almost to the solution. You might get a surgery which is very easy now a days because everything is computerized and should not be painful. OK? so don't worry too much.

There is a genetic disorder informally known as "Penis at 12" in which sexually ambiguous children raised as girls develop male genitalia when they hit puberty. The scientific name is 5-alpha-reductase deficiency. It is very rare, but there are population clusters in the Dominican Republic and other places where it is more common.

Talk to your parents, this is a medical problem that happens occasionally. You are an XY (male) but nothing appeared until puberty. If you are certain you still want to be a woman this can be fixed surgically.
You will need to see a psychiatrist, and get medical intervention, and eventually an expensive operation - but it is all worth it if you are really a woman. The longer you wait the more difficult this will be. So talk your to your parents soon

at thirteen you've seen a penis? really? not just a diagram or something? that's scary. as to what "it" may be, there is an occasional, for lack of a better word, problem that involves an area of the genitalia or the tailbone to elongate downwards.
