the ground needs to be dry so that it isnt all boggy but it does need to have moisture so not so dry that it is dusty, it helps if the grass is moist

Just dry enough that the wheels of the mower don't damage the yard.

The ground can be slightly moist, but the grass must be dry. If damp, it will clump and jam the mower.
