I wouldn't hire any PHP developer for $5.

I would suggest browsing http://www.sourceforge.net and finding an open-source script there, of which there are many. If you find one you like, donate $5 to sourceforge.net as a thank-you.

You don't say what you want the script to do.

If you're looking for a whole PHP-based content management system, I would recommend something like Joomla.

You'll probably find something out of the box for a few Â£Â£'s.
