Yes, you can migrate your Pokemon from Fire Red into Diamond once you get access to Pal Park. However, once they've been migrated over into diamond you cannot trade them back into Diamond.

No. You won't be able to trade. Although you can migrate pokemon into the pal park after you get the national dex. Beware. Once you migrate the pokemon you can't bring them back to your fire red.
