Great question.... tough one!!

In Sanskrit literature, there is a small story which is as follows

A man bought a goat and was walking back home. Four cheats decided to get the goat from him for free.
One met him and asked, where did you get this donkey? The man replied, "This is a goat I have bought, not a donkey".
After some distance, the second cheat met him and asked... what do you want this donkey for? The man said, "But this is a goat, not a donkey".
After some further distance, the 3rd cheat met him and asked him why he was carrying the donkey on his shoulder. The man looked at his goat, stared at the cheat and walked on, with thoughtful wrinkles on his forehead.
After some further distance, the 4th cheat came up and asked whether the donkey could either give him milk or meat worth having.
The man was disgusted with himself and threw away the goat and marched on grieving the loss of money in buying a donkey thinking it was a goat.

This really explains our concept of truth.... we just look for consistency... when our perception repeatedly shows that the fire is hot, we take it as the truth. Repetitive cognisance that is consistently identical is what we believe to be true. Therefore, our concept of truth arises from an assumption that truth must be consistent and invariable.

Truth is obscure to the mind that creates nothing. Truth is a concept to the mind that doesn't understand, but in reality it is an eternal substance without origin, and imparted to the thought that doesn't know of it.

When people had the choice of beliefs and wanted to discard one for the another, they tried this method of reasoning of suitability - what suited was termed truth and what was not untruth( read lies).

This concept of discard has gone so9 deep rooted in human Psyche that these days the acceptance of untruth is more common place - knowing fully well that something is untruth - we feel prey to easy manipulative minds .

Truth is nothing but what suits you according to your need of the hour .Rationalism has got nothing to do with truth

I think those things which are like God are true, He is the tuning fork for truth, Those things unlike Him false. Good thing God is Love. Nice thing to have for truth,Love.

It was created by people that were lied to.
Oh, and the law (society's morality) probably had something to do with it too.
