Birth is a process that would overlap. I think the time is usually recorded as 12:01 AM on Jan. 1, to avoid ambiguity. The best answer I know is that the last second of 12/31 is 23:59:59 and January 1 begins at 00:00:00 To be correct, if you give the date as 12/31, you use the year associated with that month and if you give the date as Jan 1, use the new year. Midnight is the dividing point between the two days. When a digital clock changes from 11:59 PM to 12:00 AM, the date changes to begin a new day. Noon is 12:00 PM Babies born on 12/31 can be claimed as dependents on the parents income tax return.

Even if you were born at 12:00:00 it would be that day b/c it would be am. you would have to be borm at 11:59:59 to be considered the day before. In 2003 baby new year was disputed for that fact (one born at 11:59:59 and one born 12:00:01) the baby after midnight was baby new year.

Midnight is actually 00:00, so it's actually January 1st - of the New Year
And if you want to be really exact, you could look into 00:00:00 (hh:mm:ss) - hours, minutes, seconds. That would narrow it down further :D

The previous year, partly because the labour pains started hours earlier, but more because you'll always be the youngest in your class. It's better if you are a girl, cos then all the boys will be older than you, but it's not so important if you were a boy.

it is basic in this circumstance that the birth registry will ask the parent/s which day the child is born. the parent has been given prerogative to choose the preceding or the succeeding day for which the child is to be registered. this principle is accepted worldwide by the birth registries.
