There's a empty folder i'm trying to delete but each time, it tells me 'cannot be deleted, might be used by another person or program'. when in fact nobody else is using it. why is that?

That's a common problem in Windows. For no reason at all, files and folders can't sometimes be deleted. It displays the in use by another prgram blah blah blah.

Has this folder got anything to do with a background program that may be running on your computer?

e.g. I may try to delete files that are related to msn. However, although I'm not using msn, it is still running in the background, so I can't delete it...

If it has got something to do with a program, I would uninstall the program first...

Try going as deep into that folder as possible and delete anything you find there. You may have to use the search function since some of the files maybe hidden. Be persistent, it will eventually work out for you.

Here's how to delete such a file that Windows won't allow you to:

Safe Mode: The most common way to get to safe mode is by pressing the key F8 during your PC's start up - to play safe, just keep pressing F8 until the menu comes on.

You'll find several Safe Modes, just choose the basic Safe Mode - which has no other descriptions with it (e.g. safe mode with command prompt, safe mode with networking, etc)

In safe mode most of the startup programs that automatically runs in a normal boot will NOT be loaded.

The probable reason why you can NOT delete that file is because some startup program labels it as "I use this so you can't bother with it" though it is really of no use.

So in Safe Mode, that startup program will not initiate, thus you will be able to Delete that file with ease.

go into safe mode, and delete the folder. It's being used by a program running in the background.

If you're sure that it's not a system file that the computer requires to run properly, then quit all applications and restart the computer. Then try to delete it again.

If push comes to shove, and you really need to delete it, download Spybot S & D and do it. In fact, I recommend Spybot anyway:

restart your computer and try again, sometimes windows can be crazy , you cant delete some empty folders. Try to restart ur pc and try delete it , it will delete.

ok i did this delete the records below the limewire folder or u can delete the songs from limewire yet they gained't get deleted from itunes u could additionally attempt deleting any movies pictures on ur computing gadget run a disk cleanup from the device kit menu.
