It isn't a noble gas. Those are the group 8 elements in the column at the far right of the periodic table. Technically speaking, there's no such thing as a metal or non-metal; only elements with more or less metallic character than other elements. Magnesium for instance, has more metallic character than aluminium, which has more metallic character than carbon. Carbon on the other hand, has more metallic character than nitrogen or oxygen, so the distinction is fairly arbitrary.
(The same is true of acids and bases- nitric acid for instance, will act as a base in the presence of sulphuric acid).
The answer the simpletons who devised these questions want you to give is 'non-metal'.

Although the definition of metal and not metals is sometime vague and ill defined, carbon is generally accepted as a non metal
A very different thing, is its behavior according to pressure /diamond and graphyte conduct electricity, other types of carbon do not) and temperature (burning in the presence of oxygen at high temperatures etc)
Definitely a non metal...
