There is no leash law for cats. Cat piss does not hurt your lawn. My husband is a policeman & said capturing your neighbors cat is theft. You can be charged for this offense. You might want to release it quickly. He knows of many people charged with dog napping but in your case it would be cat napping!(Seriously)
You may want to move but there are many many cat lovers out there.

I think you should take it to your neighbor and tell them that you cat their cat pissing on your lawn again. Ask them if there is anything they are willing to do about it. If not call the animal control officer next time. It is a male cats nature to spray to mark his territory and let females know he mean business. It's discusting, but having the neighbors getting him neutered won't stop his spraying. He'll still spray. Talk to your neighbor about it.

If you want to be charged with Theft, keep it as long as you want.
But if not I'd say release it right away, and go out to your local pet store and buy a special spray that you can spray on your outdoor plants & yard that gives off a scent that is unpleasant to animals, therefore no more cats or bunnies or anything will pee on your yard.

you shouldnt, thats mean, the cat does what it does naturally, is there an ordinance that says cats must be kept inside in your town? if so call the police and tell them about the problem and that you have the cat, they can take it to animal control and make him pay to get it back or they might kill the cat.

that's animal cruelty...be an angel, and bring the cat back to your neighbor.
besides, what ever droppings or pissing they bring to your garden is a great plant fertilizer.

Take it for a long ride, take along a pork chop. somewhere during the drive, throw the pork chop out the window. When the cat jumps out for the food, drive off.
