First things first, you do not have to go into safemode for this to work. Going into safemode gives you access to the Administrator account pre-built into Windows XP. The only way this will work is if the pre installed Administrator password has not been set on the pc or that the OEM service account does not have a password. Seeing how most OEMs IE(HP, Emachines, Dell, Gateway) do not put a password on the service account, a person could very well use this method to change passwords on an account. That being said, if the administrator account does not have password, instead of rebooting the pc and hitting F8 repeatedly, you could on the Windows XP Welcome screen, press CTRL+ALT+DEL and this will bring up a logon dialogue box. From here, just type in Administrator and press enter. BAM! Logged into the aformentioned Administrators account and able to change anyone's password on the machine.

This will only work if the PC's Administrator Account does not have a password.
Restart the computer
Hold down F8 as the computer starts up to start windows in safe mode
Click on Administrator
Go to computer account settings, and set any password you want for any account, you won`t be asked the actual password, just enter a new password for the account you want to enter
Restart the computer again
Enter the wanted account with the password you set earlier for the respective account.

the only way is if you have a guest account. so you can go through the guest account if you forgot the password of your main account.

If guest accounts are disabled try finding out the password of the original administrator account using which you installed the windows for the first time.

these are the only two easy solutions I know of.
third one is obviously setting up the windows again!!
