All technical questions are not in broken english. Many "technical writings" are very detailed and specific to a science or disciplne.

First, "all" would be a mistake, as some people actually use complete english.

Second - many questions here, which is where i think you mean the questions are coming from - come from people outside of the US.
If their screennames are anything to go on, there are a lot of people from India asking technical questions. And face it, their english isn`t perfect.
Then again, many americans don`t command the language as well either.

It`s just a matter of "how well have you learned it" , and whether or not english is your primary language.
I think, that black and white speaking, only the people from England in the UK could claim they speak and write english.
Anyone else just copies off them:p

Haven't you noticed that it isn't just the technical ones? It's 90% of everything on here, whether it's a question, answer, or comment. Note the terrible spelling as well.
