That's an uncommon one. Files with a ".cbr" extension are basically a compressed set of JPG, PNG, or GIF images.
You can open them with the freeware program CDisplay. (Check the website below for a link to download it.)

It is actually just a .rar file. If you edit it to be .rar it will open naturally with WinRAR. See
