if you mean to know the actual meaning of the word, that would be something that causes a chemical change within, usually used with some type of poisoning such as alcohol

Neither one. It's just a word. How you use it is how it will be interpreted. An intoxicating beauty is a good thing. an intoxicated person could be good or bad. Some times I like to get intoxicated. But if I was driving it would be a bad thing.

Intoxication is a bad state to be in, but the word intoxicating, in itself, is neither good, nor bad, but neutral.

Now if you use the word in a context not involving alcohol it can be a good word.

For example

I found her perfume to be intoxicating.

It's sort of bad, it depends on how intoxicated a person is. Basically, intoxicated means drunk on alcohol.

Intoxicating is a descriptor neither good or bad.

1. to affect temporarily with diminished physical and mental control by means of alcoholic liquor, a drug, or another substance, esp. to excite or stupefy with liquor.
2. to make enthusiastic; elate strongly, as by intoxicants; exhilarate: The prospect of success intoxicated him.

It is often used in reference to over indulgence in alcohol, but can also mean a person is "drunk" or made witless by someones beauty as in, {I'm intoxicated by your charms.} Essentially it can be used with anything you wish to express great admiration for or enjoyment of.

Words are neither good nor bad. Whether they are used to cause pain or joy, intentionally or otherwise, that says something about the speaker/writer. Words are simply used to enable communication and understanding. Use them wisely and communication will make the world a better place.

Intoxicating can refer to substance use/abuse, or it can relate to a sense of headiness caused by like flowers, perfume, etc.
