having been to all 50 states the answer is not as cut and dried as you might like,the southeast(al,ms,la,sc,and north west florida all have low costs but wages are low too.)The BOSWASH area (pretty much I-95 from D.C. to Boston Ma.) is full of people but lots of them are poor and the fact they have rent control says alot too. right now I live in the north west and make near 20 an hour and pay 450 in rent so i am flush with cash and BOEING is still hiring so if you are moving for jobs SEATTLE is the hot tip if you are retired or on a fixed income or govt type deal then I-10 in the rural south is calling-either way hope this helps
