Unless you are law enforcement or DMV/DVL senior staff doing a legitimate investigation, you are not entitled to access to this information. Anybody that gives it to you is in violation of privacy laws, subject to major fines. For instance, in Manitoba, if I were to give you information from my access to registration and insurance records, I could be fined $10,000.

Sure, get a job with the DMV or join your local State Police.
That information is usually kept secret, due to the privacy act. If you have a real reason to know the name of the plate owner, then you may be able to report it to the police and have them contact the owner and give them your name. If they want to talk to you, then they will call you. good luck

no ,not really that's kind of personal information,the police can do it if necessary for them to know but for individuals to just be able to have access to this isn't really allowed,you have to have a good reason for needing the information good luck.
