Green Arrow has been around a lot longer than Hawkeye. Also, archery is the only thing that Green Arrow does. Over the years, Clint Barton has switched from being Hawkeye to Giant Man etc. Those breaks in his training can’t help his aim. GA has better arrows too (more variety).

In the Avengers/JLA crossover, these two were unable to determine a winner. Personally, I think Green Arrow would just put an arrow through Hawkeye's hand and take another shot.
