You need to take it to a local coin dealer to see exactly what you have and it's value.

It is not steel, it is zinc. Test it with a magnet, steel will be attracted to the magnet.

Cents from mid 1982 have been copper plated zinc. Yours may have missed being plated or someone washed the copper off by using reverse plating. Not at all difficult to do.

Value.....go to a coin dealer or auction site. Maybe check e-bay.

there was NEVER a 1983 steel cent made in the united states.. sorry..

they only made them for one year, and that was 1943..

You either have what is called an error cent due to one of the coatings of copper missing, or it was melted off by someone. You need to see a coin dealer to see if it is indeed an error or just a damaged coin.
