Its level 20 for sure and at level 15 it learns tackle. Make sure u get a level 14 Magikarp put in the lead of ur party and switch it out during battle until it gets to level 15 and then train it til 20 and then it will evlove.

and putting it in Daycare will make it easier.

Level 20. No doubt about it. it starts to get really good at lvl 40+

im prty sure its around level 40. i kno it takes a while though. i own one on pokemon gold, pokemon crystal, and pokemon sapphire. it takes a long time for them to evolve. and since magikarp are rly weak, it seems to be a rly long way to train them.
