by measuring out to be 3v i mean the potential differences between the terminals is 3v. this is a question for a test. does internal resistance. the voltmeter factor in here?

No. Because every battery which is use or not with an open circuit or with potentiometer will read the same standard voltage as at the time of manufacturing or assigning the maximum voltage output.
Voltage is not the basis of assigning the condition of battery because there are alot of batteries which don't lessen their voltage in or after use. The condition of battery can be found by measuring the maximum current and time period for which it do retained with a resistance in series.

Voltmeters have a high internal resistance which will not load a battery enough to cause a drop in the batteries terminal voltage when testing. As far as the battery being ok, most will test at slightly above rated voltage if good.

If the meter reads 3V then the battery is OK.

Not necessary, you need to put a load and the amps also have to be the what the battery rating of "AH".
