Define responsibility. To whom or what is such a great power responsible? Why?

Is a great power responsible first and foremost to its own people? If so, to what degree and in what ways and why?

Is a great power responsible to other countries or the people in other countries? Why? Why not?

In terms of man's definition(s), a great power owes nothing, or if they do, they can simply forget about it. Who is left to object?

There are only two reasons for a great power to take on great responsibility.
(1) In doing so (to their own citizens or to other countries) they may benefit economically, politically and possibly militarily.

(2)They are in some way "mandated" to do so. Often this comes from a humanistic philosophy or that of a particular religion.
