Maybe he is a she and she is pregnant and is trying to make a nest? Or she is itching and is trying to scratch? Thats all I can think of. :P

Actually that can be a sign for a couple of things.
First, it can be a sign that the rabbit is not getting a balanced diet (either not enough fiber or not enough protein).
Secondly, it could be a skin irritation of some sort.
Third, it could be caused due to something like fur mites or some parasite.
Finally, it could also be the result of another rabbit chewing on it. However another rabbit would normally start chewing on the face, back, ears, or tail of the other rabbit.
You really should have your vet check the rabbit out. And you might want to watch what you are feeding your rabbit. Stick to the pellets and water. If you are feeding a bunch of snacks that could be throwing off the balanced nutrition.
It could be that she was pregnant, but I figure you would have mentioned something about her having pulled fur or building a nest.

dont worry. your rabbit is undergoing a phase called false pregnancy ,where hormonal changes make the rabbit act as if she is pregnant.
Rabbits in this condition go through the motions of pregnancy including nest building and milk production and can become quite stressed and aggressive to other rabbits or people.
If your bunny is female and unspayed, you may witness her pulling tufts of fur from her chest, belly and sides, then rushing off to line a nest she's made of household items (such as the stuffing of your couch and pillows!). If there's no way your bunny could be pregnant except by Immaculate Conception, then she's having a false pregnancy. This means it's high time to have her spayed to avoid the risk of uterine cancer, mammary cancer, and other health problems associated with an intact female reproductive system .

well, if you are sure it is a he, it is starting to get warmer in the spring and he may be getting too hot where you have him. he may need a fan or another nice thing to keep him cool in the summer as well. the website listed below will tell you everything you need to know. just click the topicthat has to do with keeping rabbit cool and the weather.

I had a male rabbit, which was a little over weight, and he did that ALL the time, because he had an itch. I picked him up, and scratched it for him, and he would be fine. Rabbits can't always scratch themselves with their feet.

If the bunny is a female she is in heat and getting to nest. Its normal. If its a male he may have a skin irritation.

well if it is a male then it could be thinking it is pregnant that i what my rabbit did or it could have a disease
