You can complain to his supervisor, but go in armed with documentation of his comments and support from your co-workers. He may have been getting away with it for a long time just because people are afraid to complain. They will, of course, tell you that you need to speak directly to him first and only go to them if you have done this and got nowhere.
If the supervisor or HR department are unwilling to do anything, take it to the ministry of labour. No employer likes to have to deal with them, and if they get a call from the labour board, they will jump up and act on it.
In the meantime, you can wear a sweater.
