In regards to conflict of interests and possibly un-ethical elections and procedures. I don't want to be a whistle blower but it would tear me apart if I didn't do something. Someone suggested the local D.A.'s office, I just not sure if they would do anything about it. Any advice would be apppreciated.

Contact the State Atty General's office. They will see that it goes to the right people, like the state bureau of investigation.

If by unethical you mean corrupt, then it is possibly public corruption. Public corruption is investigated by the FBI and prosecuted by the US Attorney - call your local FBI office and ask to speak to an agent about a possible public corruption case. When you get an agent on the phone, tell the agent what you suspect - think through what you intend to say and what you intend to allege - be specific about people, places and events. Be prepared with facts (not just opinions based on no real fact) to be taken seriously. Good luck -

Most states and counties have an Internal Affairs Bureau, or something like that. I suggest you start there. You probably should report it to your state's secretary as well.

In a country where a presidential election was fixed twice for the same guy I think even if you report it you're sol.

Contact the local paper, but don't give your name, until you are sure you can trust the person you are talking to.
