Not so sure about your use of English words here.
Principle to predict? Also, the sentence is a double negative.
No thought is without - two negatives. Thus, it isn't easy to understand exactly what your question is.
I will give it a shot.....
Thoughts ARE predictable because whom ever is thinking has principles, which are preconceived & influences answers.

It seems to be that 'thought' is the power of reasoning and hence obeys the three reasoning forms: abduction, deduction or inductive. Clearly, inductive, by nature, is predictive. For abduction, a certain degree of prediction and probabilistic degree is involved. But for deductively valid thoughts, I would not consider them having the ability to predict.
