My grandfather had this thing that you mounted to the transom and moved the handle back and forth wich in turn moved a vertically mounted metal plate under the water moving the boat silently through the water instead of using a motor or oars.

Sounds like what we do here called sculling. We put one oar over the transom and move it back and forth with a twisting motion to propel the boat forward.

We sail generally or paddle a kayak. Moving the rudder back and forth is called sculling. What you are talking about is called a scull oar.
