Your legal rights may or may not have been. I've seen many store with a POSTED policy that they won't accept bills larger than $20.00. It may also matter if you were attempting to prepay or to pay for gas already pumped. Legal tender is legal tender for "All DEBTS public or private". Until you pump the gas, you have no 'debt' to the gas station, and they can refuse to do business with you. The US Treasury says: "Private businesses are free to develop their own policies on whether or not to accept cash unless there is a State law which says otherwise. For example, a bus line may prohibit payment of fares in pennies or dollar bills. In addition, movie theaters, convenience stores and gas stations may refuse to accept large denomination currency (usually notes above $20) as a matter of policy."

Here in the UK shops don't have to accept coins if there is more than a certain amount. It might be like that were you are.

She may have broken a law by refusing legal tender, but she hasn't violated your human rights. I don't think the UN or any other international rights watch group thinks the right to buy gas with coins is all that basic or important. And I think the whole question is silly!

Yes, you were discriminated against on the basis of being a loser who tries to pay with change. The laws says you can't be disciminated against on the basis of race, religion, or national origin. But there's no law against discrimination on the basis of loser-who-pays-with-change status. So you have no case.

Their customer service stank however.
Each company has the right to choose how they accept payment.
And each customer has the right to choose which companies will receive their business.
It is their right to deny your payment; it is your right to not go there again.
