You could warm the baby up by putting a sleeper on her/him. Then wait 15-20 min and check again. I think for an ear thermometer that that temp is close to normal, ear thermometers should not be used on a baby until they are closer to a year. Rectal will always read a little higher b/c it is a more accurate temperature. Armpit, make sure you have the tip of the thermometer in the middle of the armpit and hold baby's arm down, 97 is pretty normal for the armpit reading.
Hope this helped.

I'm assuming you're using a mercury thermometer?
The most accurate way is under the arm or rectally, since a baby cannot hold a thermometer under their tongue too well.
Shake the thermometer upside down until it reads below 95.9, then insert under the arm. Read after 2-3 minutes.
For rectally, insert a clean thermometer into the anus about 1 inch. Read after 2-3 minutes. It helps to lubricate the thermometer with some lubricant first.
It really helps to have a digital thermometer with babies!

Where are you taking the temp?? It doesn't sound accurate. The best way to temp a infant is rectally. and that would be an inaccurate reading. I would try again.

No that isn't normal.
A rectal temp with a mercury thermometer is best.
Next would be armpit.

Yeah, your thermometer isn't working very well. Or you aren't using it very well.
Your child's body temp should be 98.6.
If you are taking it rectally (which you should be at this age) you should buy a digital thermometer and use it only for the infant.
Anything under 100 is considered normal. But gage her mood more than anything else. Also, temps spike very high and very quickly at night.
Have the Tylenol on hand and ready.
