The canyon is actually significantly cooler than the city. I went there last July and it was very nice, breezy, and pleasant. I don't remember the exact temp, but maybe in the mid-80's. Meanwhile in the city it was 105-110. So it could actually be fun. Red Rock has a website that can fill you in further.

Yes, I have been hiking at Red Rock in the summer and it is a HUGE mistake. Besides the large amount of water you need to carry it is really not that fun in the heat. I am not sure that they offer the horseback riding in July due to the heat, the poor horse! If you are determined to see red rock go at 6:00 am so that it is cooler than it would be normally. I would suggest making the trip up to Mt Charleston and doing the riding there.

It's going to be at least 110 degrees in the city, and possibly warmer at Red Rocks, so I personally wouldn't do it. Not only would you get sunburnt easily, but you and the horse would roast.
