The NH4Cl and the NH3 don't react together, they react with any extra added H+ or OH- ions:

NH3 + H+ ----> (NH4)+

(NH4)+ + OH- ----> NH3 + H2O

There are no (NH3)+ and (NH2)+ ions at all.
