The Queen is the Queen regnant because she was the older daughter of her father King George VI who had no sons. The king's wife was Queen Elizabeth, the Queen Mother, but she was Queen Consort not Queen Regnant.
The UK has not had many Queens Regnant. The first was Mary I. her husband, Philip of Spain, was declared King but only King consort. Elizabeth I did not marry. Mary II was Queen Regnant and her husband, William of Orange, was King Regnant as William III. Since then, the three ruling Queens, Anne, Victoria and Elizabeth II have not been allowed to make their husbands King Consort but only Prince Consort. It is Parliament that makes these decisions, not the monarch.

He was already a prince when she married him, but Queen Elizabeth is the one who inherited the British throne in her own right. Even though Princess Anne is Elizabeth's oldest child, Prince Charles is the oldest male heir and therefore next in line to the throne. Charles will become King when his mother dies. A King usually outranks a Queen, but in this case Queen Elizabeth II is the eldest daughter of King George VI. He had no sons, therefore she is the monarch.
Prince Phillip is Her Majestys husband and because he is not the monarch cannot be called King.

No, he is a prince. In the British monarchy, the husband of a female monarch does not have any recognized special status, rank, or privileges.
However, the wife of a male monarch takes on the privileges, so if a woman marries a king, she becomes queen.
Charles will be king when Elizabeth dies.
