According to many experts the Cold War started when the WWI Allies invaded Russia at the end of WWI to punish the Russians for breaking with the Alliance after the Revolution (the Treaty of Brest-Litovsk), and, in the words of Winston Churchill, ""to strangle at birth the Bolshevik State". The period between the German Invasion of Russia and the end of WWII was only a temporary relaxation. So the responsibility is the Russians', for stopping a war they couldn't win, or the British, the French and the Americans, for invading unilaterally a former ally and trying to interfere in it's internal affairs.

the united states because of the policy towards communism at the end of the second world war it was determined with hitler gone communism was the only threat left after the bombing of nagasaki it was decided nuclear weapons could be used to thretaen russia later the soviets exploded a bomb and the situation escalated until the cuban missile crises at any time the u.s. could have stopped it there were problems at home that no one was paying attention to at the time if the u.s.had not been so focused on communism these problems could have been adressed and the cold war ended as these problems were more inportant the problems were with the environment made worse as a result of nuclear proliferation

Stalin. At the end of WWII had someone more sane been ruining Russia the cold war may not have happened. Russia did not withdraw from the countries it had occupied towards the end of the war and tried to gain more territory, and the US and UK reacted.

Henry Kissenger of the U.S. certainly advocated foreign policies that escalated and intensified the cold war.
