I have one of those outside tv antennas that goes from the ground to above the house, I always thought you were supposed to be able to turn them so you could adjust them to pick up the strongest signal but my dad says they are not supposed to be able to move, who is right? I don't know exactly how old the antenna is but it does have one of those old flat cable things comming down from it that goes into the house to the tv.

We always turned ours, we even had a rotater on it so we could turn it using a dial in the house instead of having to go outside.

You only want to adjust it when you set it up. That's why you need 2 people to install an ariel antenna. One changes the channels and yells, while the one on the roof shifts it. The installer could use a mirror, but that's a PITA. It should be stationary from that point forward except after a storm if it was very windy and moved out of adjustment.
