(for example) last month (april) the first was on a sunday. was that the first weekend of the month or was that the last weekend of march? my opinion is that the first must fall on the monday thru friday prior to the weekend for you to consider it to be the first weekend of the month.

If you are talking about the first FULL week end..then you are right

There is probably no "official" answer. That is why I would never schedule an event based on weekend number. It would be clearer to say "the weekend that includes the first Sunday of the month".

I get confused if on Friday someone says next Sunday. Is that 2 or 9 days from now? When scheduling something it must be extremely clear with no chance of misinterpretation.

My opinion is that you must first have a week in the month in order to have a weekend.
