I have a 1998 Audi A4 Quattro 2.8 and just this morning I turned the car on and when I turn the steering wheel, I hear a whinning noise. What could this be?

The noise is the pump caveatting by trying to pump air.
1: low fluid
2: foaming fluid
3: wear on the pump impeller letting fluid pass between pump impeller & housing.
