Good question.....I think it's because they are so stupid that whenever they're played and we hear them, we like to go on about how much we hate the song, thus the song is stuck in your head. Lately, though, I've been listening to good music non-stop so I don't worry about it right now. I'm getting everything Incubus-tastic stuck in my head right now...I love it!
Also, the most annoying things seem to stick. Like those annoying ring-tones that get stuck in your head....they're just easy to remember, or else they're just the last thing you've heard.

I don't know why that is. I can remember all the lyrics to the obnoxious songs I despise :)
