RAM is the amount of Random Access Memory. This is basically free space where data can temporarily be stored. The more you have the better. GHz is the operating frequency of the CPU, or Central Processing Unit, also known as just the "Processor". Again, the higher the number, the faster things go. A respectable computer in a decent price range has between 1 and 2 GB of RAM and a processor faster than 2 GHz.

If you are a casual user, just get a laptop with an Intel Core Solo processor, 1Gb RAM and ATI integrated graphics. If you are a gamer or a power user, get one w/ a Core2 Duo, 1Gb RAM, and Geforce Go 7xxx graphics.

That depends on what you want to use it for.
A gaming computer needs more power than one being used for "office" or similar computing duties.
If you're just going to surf, you don't need much horsepower. Talk to someone at a computer store, and they can direct you to any number of possible pre-created configurations. Just try to avoid letting them upsale you.
