That depends on the type of stone, and type of sand paper too. You could use a polishing compound on a dremel too.

Depends on the hardness of the stone.
Alabaster or Soap Stone are soft enough. Most other stones -- you'll wear off the pads of your fingers AND loose interest before you make a good dent.
A Bastard file or a Dremel fitted with a grinding stone would work to get the top roughed in, then use progressively finer wet/dry sandpaper to finish it. I work on a bench grinder.
I hope you're not working too small, there are tricks to steady the stone while it's being worked ... don't want the heart imbedded into your forehead. Wear a full face shield and mask, stone is nasty to the lungs

that sounds hard especially since sandpaper is for sanding not carving. There are tools you can use but aren't worth buying if you don't already have access to them. Why don't you try painting a heart on instead, or writing your names or something. As someone else said, she should like it because it's from you.

sure you could in theroy carve the stone with sand paper,all because of friction that builds up after rubbing,but if you want to make it a heart then i suggest a hammer and a flat head screw driver for a faster more efficent way(i mean if you have a steady hand)but even if you go with the chiseling idea and it comes out bad im sure your gf will like it because it came from you.

don't bother with sandpaper....it'll just tire you out. try chisels and a dremel or rotary tool. they're cheap and easily found at home depot. good luck!

Try garnet paper, it is quite hard. If you can afford it, get a Dremel rotary tool. You can do a lot with them - I have one. Home Depot.
