i just got a 96 yz 125,i have fouled 3 plugs today and i dont know why.is it the rings is it the oil mixture or is it the jets?
i can ride right after i change a plug for a little while and when it starts acting up i can put in it neutral or clutch it and the rpms will change with the throttle in the same position.this makes me think its jets but i have no idea,i am a new rider and need help..i will give best answer and thanks..
and where are these jets? and how would I adjust them?

it is a 2 stroke
the plug is wet and black when it comes out,
it just started today when i was riding in the rain(idk if thats anything)

It probably needs a top end rebuild (cylinder, piston & rings).
When a 2 stroke doesn't have enough compression, the oil in the fuel mixture doesn't get fully burned and fouls the spark plug.
Jetting doesn't go out of adjustment unless motor work has been performed (reeds, exhaust, air cleaner).
Check the air cleaner - clean it if necessary.
Check the cylinder compression. Remove the exhaust pipe and look in the exhaust port with a flashlight and mirror. If you see any scoring of the piston, or cylinder wall, or discoloration below the piston rings, then the top end will need to be rebuilt.

Well what is it fouling with oil ( a black and sooty) or fuel( just wet and not black)
If you are mixing then what are you mixing at? 20 to 1 30 to 1
what???
When did it start ?
Is it a 4 stroke or a 2 stroke???
THis information will help
It can be that the main jst inside the car is starting to unscrew itseld and alowing to much fuel
Remove the carb, remove the bottom and see if you dropted a jst in the bottom. If so just screw it back in and away you go.

Dirty air filter? (not allowing enough air into the engine)

Choke closed a little?

Old Gas?
