I recently had a new vacuum modulator put in. The car does not have that much power. It idles at 1000 rpms sometimes but kicks down to about 600-800 rpms. When in Neutral, reverse or park it has a higher rpm than in drive.

It is probably a combination of things. I would start with a good tune up and possibly a carb rebuild. That automatic transmission is probably a 3 speed without overdrive, changing that out for an AOD or a manual would have a dramatic improvement in mileage.

Not much you can do to improve the mileage. Just make sure it is properly tuned up, tire pressure is proper, and drive at a reasonable speed. That era Ford V6 never made great mileage, and now it has 26 yrs of wear. Best of luck

That car should be getting about 22mpg. No telling why that dog is posting 302 mileage when you said you had a V-6.
The two biggest things that kill mileage that much are clogged cats and bad fuel pressure regulators that dump a ton of fuel into the manifold.

definately have a big problem somewhere, take and have it put on a machine to find out what the problem is, the price of gas it will pay for itself to get fixed.

Get it to a competent mechanic. There are far too many factors to diagnose it here.
