The constitution provides for only half of the senators in the coming elections so that there will be remaining senior senators that will be retained in order to have a good Senate.

The Philippine Senate is composed of 24 Senators. During the Presidential elections, the top 24 Senators get their posts. The top 12 get to serve the entire 6 year term (along with the president). The lower 12 only serve for 3 years, after w/c another election is held to determine the next set of 12 Senators to serve for another 3 years.

So that the senate can still stick with their goals and aims and not ruining it just because another batch of senators will come..

It's also explained in our constitution.. so, just read it..
