Yes, it is normally followed by being run very low on oil.

I have seen it happen numerous times on Honda products.

The only other way I could imagine it happening is if something else broke internally and prevented the cam from turning.

If the cam sprocket broke off and the cam isn't seized, then there are other causes: too tight of a timing belt or a bolt coming out of the front cover to name two.
