You saw 'The Heartbeat Tour' which used to be on VHS. It should be on dvd now. I think there may be a cd too but as I was searching I found this 'Bob Dylan (with Tom Petty and the Heartbreakers) Live in Australia [The "Hard to Handle" Tour) ' on dvd, which is probally the one you're seeking. I also noticed Tom Petty has a recent live cd out as well.

dont know about the concert.....
but the video was the TRAVELING WILLBERRIES, it consisted of Tom Petty, Bob Dylan, George Harrison, and Roy Oberson
