Heat rises only in an area of uniform pressure, like in a closed room for example. The pressure in the atmosphere decreases as you go higher up, and pressure and temperature are directly proportional. The lower the pressure, the lower the temperature.

Basically, heat is caused by the increased speed of molecules, and molecules increase their speed by bumping into each other. Low pressure means the molecules are more spread out, so they don't bump into each other as much. As a result, the temperature lowers.

The mountains are usually cooler or colder because they are elevated. The higher you go, the thinner the atmosphere gets and the less heat it is able to hold. There is always snow on the top of the highest mountains simply because it is always that cold that high in the air.

Mountains are colder on the average because the surrounding air around them is colder than is air at lower elevations. Closeness to the sun is trivial since we are talking distances of a mile or two compared to 93000000 miles to the sun.

Hi. It has to do with Boyle's Law. As the wind pushes up the mountain side is is under less pressure. The air expands and cools. The opposite happens when the air flows back down the other side.

Mountains are cold because they are high in elevation and the higher the elevation the colder it is. : )
