As an american citizen with a bank account in the
United States, with direct deposit, but living over-
seas, is there a website that one can borrow 1000
dollars with no red tape and does not have to give
an arm and leg to apply Tks.

Try your US bank, some have online applications for loans, etc. If not, perhaps a bank where you are living will give loans. I'm living overseas and the banks here pretty much just require a breathing person and a job to get a loan.
