Really, they are pretty much the same. I guess it depends on where it is used. If you were telling someone, you might say, "I used a 1/2 cup of water". But if you wrote it on a recipe, you would just put "1/2 cup water" - all the other things on a recipe are that way too. It doesn't say 1 cup OF flour, it just says 1 cup flour -- or whatever.
Anyhow, I think they are both right, but depends on whether you are speaking or writing.

The recipe books say 1/2 cup water, but when you actually say it, it makes more since when you say 1/2 cup of water, but they are both the exact same.

I interpret them the same but often times when looking at a recipe it says 1/2 cup water.

There is no such thing as cup water so you can't have any measurement of it so 1/2 cup of water is the correct term.
