It is techncially about 10:10. Two reasons - 1) It looks like a smile and subliminally this has an affect. If it were set at 8:20 it does cast a bit of a depressing tone - doesn't it? 2) Since most watches have their logo in the top center under the 12 - this shape frames and draws attention and focus to the logo. And you can see all of the numbers more clearly on the watch (and the "features" of it, as someone else pointed out).

The standard is 10:10. It just looks good and leaves room to show the watch's features. You may see some ads with different times, but the majority are set at 10:10.

With the hand in that position (or 2:50 in some ads) it's the easiest way to show all the features on the face. Since the is usually the biggest selling point of a watch they want you to see as much as possible.

For analog watches, it frames the logo and looks like a smile.
