At the end of the day, a logo is just a graphic. You can use any graphic editing program to make one, especially if you are only planning to use it on the web. (ie, photoshop, corel draw, paintshop pro)

If you want to use it for business cards and print, you need to make sure it's at least 300 dpi. It's usually better to use vector graphics because they easily scale from small to large without losing clarity. You also need to be aware that the colors you see on your screen are not what will actually show up in print because of CYMK colors.
