it can't be bigger than one meter tall and one meter wide. it also has to fling the water ballon 30ft

Make a complete cut through each of the three rubber bands. Each rubber band should stay in one piece.
Staple one rubber band to another. Put two rubber bands in the stapler side-by-side, not on top of each other.
Staple the rubber band string to the tops of the handle.
Attach the handle securely onto a small wheeled platform. You can construct this platform or use anything small with wheels, like a child's pull toy made from wood.
Use books, legs, blocks, or anything else to make a building like construction in the shape of a cube.
Take a small rock, Lego, or anything in that similar shape as a projectile.
Hold the projectile to the rubber bands.
Pull the rubber bands back.
Release all.

Go to a hospital supply store or pharmacy and pickup about 6 feet of surgical tubing---it stretches really great and that's what they use in wristrockets anyway. Fashion a holder for the balloons out of a durable cloth like an old pair of jeans or canvas...cut a hole on each side and tie the tubing in these holes, then cut the tubing in the middle and tie it to whatever you can like two stakes in the ground or two trees, etc.... and fire away. We did this at a country party and had a blast...they went about a football field. Have fun, Paul

to make one get some surgical tubing a one foot square piece of leather or sturdy material, two T fence posts, drive the posts into the ground, punch four holes into the corners of the leather, tie the tubing (4 equal lengths) to the leather, then tie the tubing to the fence posts...presto you have a water ballon catapult, or if all else failes you buy one just like I described
