Surf will be given to you by a lady after you take a look in a cave in Celestic Town.
Defog will be given to you by a person directly inside the Safari Zone so you will have to go into the Safari Zone in order to get it. The person will be right by the entrance.
Waterfall will given to you by Jasmine (the Olivine City Gym Leader) after you beat Volkner, the Sunyshore City Gym Leader.
Rock Climb can be found on your way to Snowpoint City. It will be hidden in snow near a house so just look around for it.

You need to go to someone in each town thats got a gym there. But it won't work until you beat the gym leader.
